UCR Registration 2027: New Fees and How to File
By iAgency

Every year, interstate trucking businesses renew their Unified Carrier Registration, or UCR. The 2027 registration season opened on October 1, 2026, and it brings a fee increase. The good news: for an owner-operator with one or two trucks, the 2027 fee is $55, and the whole process can take just a few minutes online. Here is what changed, how to file directly, and how to keep this small task from turning into a costly roadside problem.
Key takeaways
Registration is open. The 2027 UCR portal opened October 1, 2026, through the National Registration System at ucr.gov.
Fees rose about 20%. A carrier with 0 to 2 vehicles now pays $55, up from $46, under an FMCSA final rule published September 1, 2026.
Still below past levels. FMCSA says the 2027 fees remain lower than the fees charged from 2019 through 2022.
Check your MCS-150 first. Automatic renewals use the power unit count on your most recent MCS-150, so make sure that number is right.
What UCR registration is and who needs it
UCR is an annual registration for businesses that operate in interstate commerce. Motor carriers, private carriers and freight forwarders pay a fee based on how many commercial vehicles they run. Brokers and leasing companies pay a single flat fee. The money funds payments to participating states and the costs of running the UCR Plan.
Not sure if you need to register? The UCR Plan offers a free Do I need to Register? tool on its website. If you run interstate under your own authority, the answer is almost always yes.
2027 UCR fees at a glance
Here are the new fees for motor carriers by fleet size, from the FMCSA final rule:
0 to 2 vehicles: $55 (was $46)
3 to 5 vehicles: $167 (was $138)
6 to 20 vehicles: $333 (was $276)
21 to 100 vehicles: $1,163 (was $963)
101 to 1,000 vehicles: $5,548 (was $4,592)
Brokers and leasing companies: $55 (was $46)
For most small fleets, the increase is less than the cost of one tank of fuel. The new fees apply to the 2027 registration year and later years, until a future rule changes them.
Why the fees went up
The UCR Plan must collect a set amount each year so that participating states receive what federal law entitles them to. According to the final rule, collections fell short of projections, leaving an expected gap of about $21.8 million against a $118 million requirement. Reserves from past years had also been used up. The UCR Board recommended the increase in 2025, and FMCSA adopted it. The agency says the new fees are set to cover the gap without building a surplus.
How to file UCR the smart way
File at ucr.gov. You can register directly with the National Registration System. Filing services are optional, and many charge an extra fee on top of the UCR fee.
Update your MCS-150 first. The UCR Plan says automatic renewals will use the number of power units on your most current MCS-150. If you added or sold trucks, update that form before you renew.
Check the card on file. If you are set up for auto-renewal, payment goes to the card you authorized. An expired card can leave you unregistered without knowing it.
Watch for reminder emails. Carriers on auto-renewal get reminders before the charge. Read them, and do not click payment links in emails you did not expect.
Keep proof handy. Save your receipt and keep a copy where drivers and dispatch can find it fast.
Clean up past years. Compliance provider Foley notes that carriers who ran in 2026 without a UCR must pay for that year too.
Scammers often copy official trucking sites and send urgent emails. Our guide to fake FMCSA registration sites shows the warning signs. For UCR questions, the UCR helpdesk is 1-833-827-7526.
Why UCR matters for your business and your insurance
UCR is a small fee, but skipping it can be expensive. Foley reports that running without a valid UCR can bring fines of up to $2,000, depending on the state, and the truck may be held during an interstate trip. A stopped truck means a late load, an unhappy broker and lost revenue.
UCR is separate from your insurance filings with FMCSA. You need both to stay legal and keep loads moving. Make sure your commercial auto liability insurance filing is active and your certificates match your current trucks. Our owner-operator insurance page covers the core protections every independent driver needs, and our risk control services can help you build a simple compliance calendar for UCR, IFTA, permits and renewals.
